Rebates and Incentives for Electrical Upgrades in North Idaho and Spokane

Quick answer

Rebates for electrical work in our area come from your electric utility, not from the state. Kootenai Electric Cooperative members can get $900 toward a ductless mini split heat pump and $20 toward an ENERGY STAR Level 2 EV charger. Avista's Idaho residential program does not currently include an EV charger rebate, and the federal home EV charger tax credit ended for installations after June 30, 2026. Every number on this page was checked against the program's own page on September 13, 2026. Rebates can change or run out at any time, so confirm before you buy.

Kootenai Electric Cooperative (KEC) members

KEC serves much of Kootenai County outside the Coeur d'Alene city core, including many homes in Hayden, Post Falls, Rathdrum, Athol and Spirit Lake. Residential rebates as of September 2026:

Ductless heat pump (mini split): $900. Existing homes only, and the home's current primary heat must be an electric furnace or zonal electric heat such as baseboards. A licensed contractor must do the full installation, the unit must be on a dedicated circuit, and KEC strongly encourages pre-approval before work is scheduled. Limit one per home.

Level 2 EV charger: $20. The charger must be a new ENERGY STAR certified networked 240-volt unit on the Bonneville Power Administration qualified products list, and you apply within 90 days of purchase with your receipt.

KEC also offers rebates for air source heat pump upgrades, heat pump water heaters, smart thermostats, insulation, windows and doors. KEC's rebate program is administered by ESG at directefficiency.com, or call 888-883-9879.

Avista customers (Coeur d'Alene, Spokane Valley, Liberty Lake and much of Spokane)

Avista's Idaho single-family rebates currently focus on efficiency upgrades: converting electric resistance heat to a natural gas furnace (up to $2,100), windows (up to $600 per window), exterior doors, ENERGY STAR appliances, insulation, and an HVAC and water heating program. There is no residential EV charger rebate listed for Idaho as of September 2026.

For Washington electric customers, Avista runs electric transportation programs, including a smart charging pilot, and incentives change from year to year. Check myavista.com under Electric Transportation, or call Avista at 800-227-9187 before you buy a charger.

Federal tax credits

The federal tax credit for home EV charger installation (Section 30C) ended for equipment placed in service after June 30, 2026, and the energy efficient home improvement credit for items like heat pumps and panel upgrades ended after December 31, 2025. Some websites still advertise these. If a contractor promises you a federal credit today, confirm it with your tax advisor first.

Is there an Idaho state rebate for home EV chargers?
No. Idaho does not offer a state rebate for home EV chargers. Rebates in our area come from your electric utility, and as of September 2026 only Kootenai Electric lists one, at $20 for a qualifying ENERGY STAR networked charger.
Do I qualify for the $900 mini split rebate?
You need to be a Kootenai Electric member in an existing home whose primary heat is an electric furnace or electric baseboard or wall heat, and a licensed contractor must install the system. Homes with an existing heat pump or gas heat do not qualify. Apply for pre-approval before the work is scheduled.
Can the rebate be paid to the contractor to lower my invoice?
For KEC heat pump rebates, yes. KEC allows a rebate assignment so the rebate is paid to the contractor and shown as a reduction on your final invoice. We are happy to work that way if you prefer.
